Starti is committed to maintaining a safe, transparent, and high-quality advertising environment for viewers, advertisers, publishers, and inventory partners.
These policies are designed to help advertisers create video campaigns that are clear, trustworthy, appropriate for the intended audience, and compliant with applicable advertising standards. Creative review may consider not only the video itself, but also the advertiser, brand, product or service, claims, associated platforms, target market, and available inventory.
Our video creative policies cover these broad areas:
Prohibited content — content that is generally not suitable for advertising through Starti
Prohibited practices — advertising practices that may mislead viewers or undermine the integrity of the advertising experience
Brand and platform integrity — requirements designed to maintain consistency between advertisers, creatives, products, and associated Platforms
Intellectual property — standards relating to copyrights, trademarks, endorsements, and other third-party rights
Restricted and regulated content — categories that may be supported only in certain markets, circumstances, or inventory environments
Legal requirements — advertiser responsibilities relating to applicable laws and regulations
Inventory requirements — additional requirements that may apply across publishers and inventory partners

Tip: Preview your creative on a TV-sized screen before submitting it. Make sure branding, text, disclosures, audio, and important visual elements remain clear and easy to understand.
1. Prohibited Content
Counterfeit goods
Starti does not support advertising that intentionally presents counterfeit or imitation products as authentic goods from another brand. Advertisers should accurately represent the manufacturer, origin, and authenticity of the products they promote.
Examples of counterfeit content (non-exhaustive): unauthorized replicas using another brand's trademark or logo; imitation luxury goods presented as authentic; products designed to closely mimic protected brand characteristics.
Dangerous or harmful products
We want advertising to contribute to a safe viewing environment. Certain products or services that create a significant risk of physical harm, injury, or illegal use may not be suitable for advertising through Starti.
Examples of dangerous content (non-exhaustive): explosives; products intended to facilitate serious physical harm; instructions for manufacturing dangerous materials; certain weapons or hazardous substances.
Some legally regulated products may instead fall under Restricted and Regulated Content depending on the market and campaign context.
Enabling dishonest behavior
Starti values fair and trustworthy advertising and does not support products or services whose primary purpose is to facilitate fraud, deception, unauthorized access, or other dishonest behavior.
Examples of content enabling dishonest behavior (non-exhaustive): services providing fake official documents; tools primarily designed for unauthorized system access; services intended to artificially manipulate traffic, reviews, engagement, or other metrics.
Inappropriate or harmful content
Ads should respect viewers and should not contain material that promotes hatred, serious violence, exploitation, harassment, or other harmful behavior. Because CTV may be viewed on large screens in shared household environments, additional consideration may be given to the intensity and presentation of sensitive content.
Examples of inappropriate content (non-exhaustive): graphic violence or gore; content promoting hatred or discrimination; sexual exploitation; extreme cruelty; glorification of self-harm; highly disturbing imagery intended primarily to shock viewers.
2. Prohibited Practices
Misrepresentation
Ads should be clear, truthful, and provide viewers with enough information to understand the advertiser, product, service, and offer. Creatives should not intentionally conceal material information or create a misleading impression about what is being promoted.
Examples of misrepresentation (non-exhaustive): unavailable offers; fabricated endorsements; misleading pricing; unrealistic or guaranteed financial or health outcomes; false business affiliations; material conditions hidden from viewers.
Deceptive creative techniques
Advertising should be recognizable as advertising. Creatives should not imitate system functionality or use visual techniques designed to confuse viewers into believing that an advertisement is a device message, security alert, or other non-advertising interface.
Examples of deceptive creative techniques (non-exhaustive): fake system warnings; false virus alerts; simulated device notifications; fake download buttons; misleading countdown timers; artificial scarcity or urgency.
Circumventing review
Advertisers should not attempt to conceal the true nature of a campaign or bypass Starti's creative review processes. Review applies to the advertising experience submitted and may include the creative, brand information, associated platforms, and campaign context.
Examples of circumventing review (non-exhaustive): hiding the actual promoted product during review; presenting reviewers with materially different content; changing a platform to an unrelated experience after approval; repeatedly submitting substantially identical non-compliant creatives without addressing the issue.
Data and privacy practices
Advertisers should handle personal information responsibly and should not use creative messaging that suggests access to sensitive information about an individual viewer.
Examples of sensitive personal information (non-exhaustive): medical conditions; financial circumstances; religious beliefs; political affiliation; sexual orientation; government identification information.
Examples of inappropriate personalized messaging (non-exhaustive): “We know you're struggling with debt”; “Your medical condition may be getting worse”; messaging that otherwise implies direct knowledge of a viewer's private circumstances.
3. Brand and Platform Integrity
Clear brand identity
Viewers should be able to understand who is advertising. Creatives should clearly identify the relevant brand and should not intentionally make one advertiser appear to be another unrelated organization.
Examples of brand identity issues (non-exhaustive): missing advertiser identification; unauthorized use of another company's branding; presenting an unrelated third party as the advertiser.
Creative and platform consistency
The brand, product, service, and offer shown in a creative should reasonably correspond with the platforms associated with the Brand in AI DASH, including its website, Google Play listing, or App Store listing.
Examples of inconsistent experiences (non-exhaustive): advertising one app while the associated platform represents a different product; promoting an offer that cannot be found on the relevant website; materially different branding between the creative and the associated platform.
Platform quality
Associated platforms should provide viewers with a functional, relevant, and understandable experience. Websites and app store listings should accurately represent the product or service being advertised.
Examples of platform issues (non-exhaustive): broken websites; inaccessible pages; misleading redirects; websites consisting primarily of unrelated advertising; app listings that do not correspond to the advertised app.
4. Intellectual Property
Copyrighted content
Advertisers are responsible for ensuring that they have the necessary rights to use copyrighted material in advertising. Public availability of content does not necessarily mean that it can be used commercially.
Examples of copyrighted content (non-exhaustive): music; television or film footage; photography; illustrations; game footage; licensed characters; third-party video content.
Trademarks and brand assets
Third-party trademarks, logos, brand names, and other protected assets should only be used where the advertiser has the appropriate rights or lawful basis to do so.
Examples of trademark-related content (non-exhaustive): unauthorized logos; brand assets used in a way that falsely suggests affiliation; third-party product branding presented as the advertiser's own.
Name, image, likeness, and endorsements
Advertisers should have the appropriate rights when using a person's name, image, likeness, voice, testimonial, or endorsement. Creatives should not falsely suggest that a person or organization supports a product or service.
Examples of potentially unauthorized use (non-exhaustive): fabricated celebrity endorsements; unauthorized creator content; synthetic representations of real people used to imply an endorsement.
Synthetic and AI-generated media
AI-generated or digitally altered creative is not automatically restricted, but it remains subject to the same advertising standards as other creative content. Synthetic media should not be used to materially deceive viewers or misrepresent real people, products, or events.
Examples of potentially misleading synthetic content (non-exhaustive): fabricated endorsements; deceptive impersonation of a real person; synthetic product demonstrations presented as authentic results; altered events presented as genuine footage.
5. Restricted and Regulated Content
The policies below cover products, services, and topics that may be legally regulated or culturally sensitive. Advertising can be an effective way to reach relevant audiences, but in sensitive areas, additional care may be required to help ensure that ads appear in appropriate markets and viewing environments.
For that reason, Starti may support the categories below on a limited or conditional basis. Campaigns may not be eligible for every market or inventory source, and advertisers may need to meet additional requirements before their ads can run. Availability may depend on local law, advertiser eligibility, audience, campaign configuration, associated platforms, and inventory-partner requirements.
Not all Starti inventory, publishers, or supply partners are able to support every restricted category. If you are unsure whether your campaign is eligible, contact [email protected] before launch.
Sexual content
Certain adult-oriented or sexually suggestive content may be subject to additional restrictions based on the nature of the product, creative presentation, target audience, market, and available inventory. Explicit sexual content may not be supported.
Examples of restricted sexual content (non-exhaustive): sexually suggestive imagery; adult-oriented dating services; sexual wellness products; businesses or services primarily associated with adult entertainment.
Alcohol
Alcohol advertising is subject to different laws, age requirements, and industry standards around the world. Eligibility may depend on the type of product, target market, audience, creative presentation, and available inventory.
Examples of alcohol-related content (non-exhaustive): beer; wine; spirits; hard seltzer; alcohol brands; certain alcohol-related services or promotions.
Gambling and games
Gambling-related advertising is highly regulated and may only be supported in certain markets or circumstances. Advertiser licensing, audience age, local requirements, campaign platforms, and inventory availability may affect eligibility.
Examples of gambling-related content (non-exhaustive): online betting; sports betting; casinos; poker; bingo; lotteries; gambling promotions; certain real-money games.
Healthcare and medicines
Healthcare advertising may be subject to legal, professional, and industry-specific requirements. Some healthcare products or services may require additional review, while others may not be supported depending on the market.
Examples of healthcare content (non-exhaustive): medical services; telehealth; diagnostic services; medical devices; pharmacies; prescription-related services; certain medicines and health products.
Financial products and services
Financial advertising should enable viewers to make informed decisions and should not use deceptive or unrealistic representations of financial outcomes. Requirements may vary depending on the financial product, advertiser, and jurisdiction.
Examples of financial products and services (non-exhaustive): loans; credit services; investment products; trading platforms; banking services; wealth management; financial advisory services.
Cryptocurrency and digital assets
Cryptocurrency and digital-asset advertising may be subject to evolving regulatory requirements and inventory restrictions. Eligibility may depend on the nature of the business and the market in which the campaign will run.
Examples of cryptocurrency-related content (non-exhaustive): cryptocurrency exchanges; wallets; tokens; digital-asset trading platforms; mining services; certain blockchain or NFT-related services.
Dating and companionship
Certain dating and companionship services may be supported subject to audience, content, market, and inventory restrictions. Adult-oriented, exploitative, deceptive, or explicitly sexual services may be treated differently.
Examples of dating-related content (non-exhaustive): general dating applications; matchmaking services; dating platforms featuring suggestive content; services focused on adult encounters.
Political and advocacy content
Political advertising is regulated differently across jurisdictions and may be subject to additional requirements relating to disclosure, advertiser eligibility, campaign timing, targeting, and inventory availability.
Examples of political content (non-exhaustive): political candidates; political parties; election campaigns; ballot measures; certain political or issue-advocacy advertising.
Tobacco, nicotine, and related products
Tobacco, nicotine, vaping, and related products are heavily regulated in many jurisdictions and may not be supported across some or all inventory environments.
Examples of tobacco and nicotine content (non-exhaustive): cigarettes; cigars; electronic cigarettes; vaping products; nicotine products; tobacco alternatives.
Recreational drugs and controlled substances
Advertising involving recreational drugs, controlled substances, or related products may be restricted depending on the product, market, legal context, and inventory environment.
Examples of drug-related content (non-exhaustive): recreational drugs; products facilitating drug consumption; certain controlled substances; businesses primarily promoting recreational drug use.
Weapons and related products
Weapons and related products may be subject to significant legal and inventory restrictions. Eligibility may depend on the specific product, market, campaign purpose, and creative presentation.
Examples of weapons-related content (non-exhaustive): firearms; ammunition; explosives; certain weapon accessories; products primarily designed to cause physical harm.
Other restricted businesses
Starti may limit advertising for products, services, or business models that present an elevated risk to viewer safety, consumer protection, or the overall advertising experience, even when they are not specifically listed in this article.
Examples may include: certain surveillance services; sensitive legal services; government-document services; high-risk wellness products; fundraising campaigns; other products subject to significant local regulation.
Eligibility for these campaigns is evaluated based on the specific advertiser, product, market, campaign setup, and available inventory.
6. Legal Requirements
Advertisers are responsible for complying with all laws and regulations applicable to the locations where their campaigns run, in addition to Starti's advertising policies.
Local requirements may affect product eligibility, disclosures, age restrictions, licensing, advertiser qualifications, audience targeting, and other campaign conditions. A campaign being technically available through AI DASH should not be interpreted as confirmation that the advertiser has satisfied every applicable legal or regulatory requirement.
7. Inventory Requirements
Starti works with multiple publishers, exchanges, and inventory partners, each of which may maintain additional advertising requirements.
As a result, a creative or category that is generally eligible through Starti may still be unavailable on certain inventory, in certain markets, or under certain campaign configurations. Where additional restrictions apply, Starti may limit campaign delivery or request additional information before confirming eligibility.

At the same time, advertising exists within a constantly evolving ecosystem. Viewer expectations, industry standards, publisher requirements, technologies, business practices, and regulations can change over time. We take these factors into account when developing and applying our advertising policies. Our policies are intended to support a safe, transparent, and high-quality experience for viewers while helping advertisers access appropriate inventory and build sustainable campaigns.
Advertisers are responsible for ensuring that their ads, products, services, and associated Platforms comply with applicable laws and regulations in every market where their campaigns run, as well as the Starti policies described above. Policy eligibility may take into account the advertising experience as a whole, including the advertiser, Brand, creative, promoted product or service, Platforms, market, audience, and available inventory. Meeting one requirement does not necessarily guarantee eligibility under all other requirements.
Starti may update these policies as the advertising ecosystem evolves. We may also limit or decline campaign delivery where content, business practices, or campaign conditions create material concerns relating to viewer safety, regulatory requirements, inventory-partner standards, or the integrity of the advertising experience.
